Born June 10, 1948, in Alexandria, he was a son of the late Julia Elizabeth Souza Higgins and Emory W. Higgins Sr.

Emory was a member and former chief of Kerrs Creek Fire Department. He was also retired HVAC technician at Washington and Lee University.

Surviving are a son, Douglas Emerson Higgins; daughter, Christie Renee Higgins; sister, Carol Hostetter Nair; and one grandson.

A celebration of life will be at a later date.
